UBI: use separate mutex for volumes checking

Browse Source 
Introduce a separate mutex which serializes volumes checking,
because we cammot really use volumes_mutex - it cases reverse
locking problems with mtd_tbl_mutex when gluebi is used -
thanks to lockdep.
