net: lan966x: Implement SIOCSHWTSTAMP and SIOCGHWTSTAMP
Implement the ioctl callbacks SIOCSHWTSTAMP and SIOCGHWTSTAMP to allow to configure the ports to enable/disable timestamping for TX. The RX timestamping is always enabled.
