mtd: spi-nor: add mtd_is_locked() support
This enables ioctl(MEMISLOCKED). Status can now be reported in the mtdinfo or flash_lock utilities found in mtd-utils. Signed-off-by: Brian Norris <computersforpeace@gmail.com>
