parisc: Wire up PTRACE_GETREGS/PTRACE_SETREGS for compat case

Wire up the missing ptrace requests PTRACE_GETREGS, PTRACE_SETREGS,
PTRACE_GETFPREGS and PTRACE_SETFPREGS when running 32-bit applications
on 64-bit kernels.
