scsi: target: core: Add RTPI attribute for target port

RELATIVE TARGET PORT IDENTIFIER can be read and configured via configfs:

$ echo 0x10 > $TARGET/tpgt_N/rtpi

RTPI can be changed only on disabled target ports.
