ptp: add getcrosststamp() to virtual clocks.

If the physical clock supports cross timestamping (it has the
getcrosststamp() function), provide a wrapper in the virtual clock to
enable cross timestamping.

This adds support for the PTP_SYS_OFFSET_PRECISE ioctl.
