This makes determining the default of perf_event_attr.exclude_kernel to
fail, as it can't determine if CAP_PERFMON is in place.
Using 'perf top -e cycles' avoids the default check and sets

This makes determining the default of perf_event_attr.exclude_kernel to
fail, as it can't determine if CAP_PERFMON is in place.
Using 'perf top -e cycles' avoids the default check and sets
perf_event_attr.exclude_kernel to 1.
As root, with a libcap supporting CAP_PERFMON:
