Igor Belwon 84bc0d3d74 board: Add support for the Sony PlayStation Vita 
This commit adds support for the PSVita 1xxx/2xxx variants, which have:
 - 4x Cortex A9
 - OLED/LCD display (both types get init. by libbaremetal before)
 - 512MB RAM (ew)
 - Some PowerVR custom GPU (ew)
