Christoph Hellwig 4e0664416c MIPS: remove CONFIG_DMA_PERDEV_COHERENT ...

Just select DMA_NONCOHERENT and ARCH_HAS_SETUP_DMA_OPS from the
MIPS_GENERIC platform instead.
