Qualcomm driver updates for v5.8
This contains a large set of cleanups, bug fixes, general improvements
and documentation fixes for the RPMH driver. It adds a debugfs mechanism
for inspecting Command DB. Socinfo got the "soc_id" attribute defines
and definitions for a various variants of MSM8939.
RPMH, RPMPD and RPMHPD where made possible to build as modules, but RPMH
had to be reverted due to a compilation issue when tracing is enabled.
RPMHPD gained power-domains for the SM8250 voltage corners.
The SCM driver gained fixes for two build warnings and the SMP2P had an
unnecessary error print removed.

"Problem is that after the helper hook was merged back into the confirm
one, the queueing itself occurs from the confirm hook, i.e. we queue
from the last netfilter callback in the hook-list.
Therefore, on return, the packet bypasses the confirm action and the
connection is never committed to the main conntrack table.
To fix this there are several ways:
1. revert the 'Fixes' commit and have a extra helper hook again.
Works, but has the drawback of adding another indirect call for
everyone.
2. Special case this: split the hooks only when userspace helper
gets added, so queueing occurs at a lower priority again,
and normal enqueue reinject would eventually call the last hook.
3. Extend the existing nf_queue ct update hook to allow a forced
confirmation (plus run the seqadj code).
This goes for 3)."

If IPSET_FLAG_SKIP_SUBCOUNTER_UPDATE is set, user requested to not
update counters in sub sets. Therefore IPSET_FLAG_SKIP_COUNTER_UPDATE
must be set, not unset.

Currently, using the bridge reject target with tagged packets
results in untagged packets being sent back.
Fix this by mirroring the vlan id as well.

The Documentation/features/debug/kprobes/arch-support.txt incorrectly
states that RISC-V has kprobes support. This is not the case.
Note that entries that have been incorrectly marked with 'ok' will not
be changed back to 'TODO' by the features-refresh.sh script.

Since the worker may rearm, we currently are only guaranteed to flush
the work if we cancel the timer. If the work was running at the time we
try and cancel it, we will wait for it to complete, but it may leave
items in the pool and requeue the work. If we rearrange the immediate
discard of the pool then cancel the work, we know that the work cannot
rearm and so our flush will be final.

built-in.a contains the built-in object paths from the current and sub
directories.
module.order collects the module paths from the current and sub
directories.
Make their build rules look more symmetrical.

I think all the warnings have been fixed by now. Make it a fatal error.

Some targets are internal-use only.
It is tedious to care about "what if __build_one_by_one is contained
in $(MAKECMDGOALS)?" etc.
Prefix internal targets with double underscores. Stop parsing Makefile
if they are directly run.

The conditional $(if $(findstring /,$(p)),...) is always false because
none of plugins contains '/' in the file name.
Clean up the code.

It's not intuitively obvious that bpfilter_umh is a statically linked binary.
Mention the toolchain requirement in the Kconfig help, so people
have an easier time figuring out what's needed.
